That statement is one of the main bases of the 15 week course I've been training for the last 10 years.
It goes along with "It is impossible to be healthy in a sick society"
Ergo we cannot have total health but we can make lifestyle choices which enable us to have the optimum health available taking into account our society and genetics (outside our 'power') and our lifestyle and attitude (nominally within our 'power' - or certainly influence)
The aim of community development being to encourage people to take informed decisions about their lifestyle choices AND to become involved in their local community (be that of interest or geography) in order that the community norms become chosen rather than inherited.
Research has proven that those who have an interest and investment in a world outside themselves are, in the main, healthier than those who remain egocentric and looking out solely for number one.
An initial aim though is for people to be aware that, in order to healthily love and support others (family, friends or community) the individual has to believe that they themselves are worthy of love and support in return (or even first). Just as the airline safety instructions say. Apply your own oxygen mask before attempting to help others - makes sense really.
